in 2017 is 360∘ back to 2012
Politically ,Somalia is asserted that its fully recognized free state so as
can determine its own internal and external affairs with full sovereignty .Unlikely
,since September 2012 ,after the end of the transitional period and the announcement
of the complete pillared government and conversely
the situation on the ground inversely shows ridiculous lack of economic
,political and military decisions were taken away from Somalia government .
In the mid 2012 ,a new
president called Hassan Sheikh Mahmud was elected and parliament MPs were
selected in clan based equation .A ray of good hope appeared ,a hopeful inspired
speeches were recurrently presented by the new president .The academician,
local resident middle aged researcher with Bright CV record in Somali political
situation as he was former peace and education activist ,revived
the Somali buried hope.
Somalia became fully stood with its own foot; bilateral and multilateral
agreements and conventions can be freely engaged by Somalia.2012-2016 four year
of hardship roadmap were laid down. “one man one vote” vision were loudly
voiced by the new Somali president. The road map was signed in Garowe by the Two Somalia autonomous
authorities; Galmudug and Punt land and Somali Transitional Federal Government (central
government) coordinated and chaired also by The United Nations Political Office
in Somalia(UNPOS) in 2012.The roadmap consisted of the following provisions ,commitments
by which new elected government promised to implement and the vision of one man
and one vote via the following procedures and mechanisms :
a)
Establishing constituent authorities and administration from the
local people .
b)
Reconciliation efforts should be conducted and implement within 4 years
before building the constituent authorities.
c)
Finalizing the federal constitution and to achieve popular referendum
for the proposition or opposition of the federal system by the Somali people in
localities and provinces .
d)
Census should be done before the referendum. The whole provinces should
be under control of the Somali government before the census
and in the last a complete federalized nation with multiparty system that all eligible
citizens can freely and fairly vote for the nation .
e)
Clan based 4.5 will automatically change into election based decision
making in which the citrizen’s vote is loudly heard.
In the onset of the Somali government ;its parliament enacted substantial
policies and laws and on the other hand the cabinet also played its major role
in policy making and few position
changes .But within the four years ;political deadlocks of giving and
withdrawing of confidence to three more cabinets .The president nominated three
prime ministers in four years. Central government and constituent authorities
also confronted and never coordinated faithfully for the nation but sometimes
for political accounts.
Galmudug, Jubba and South western Somali authorities were illegally formed .Corruption
went into peak .Political corruption
devastated the efficiency and legitimacy of the constituent governments. The
constituent authorities behaves separately from the centre which is obviously “Government
inside another”. New flags were designed and eventually clan based conflicts arose
in turn .
Alshabab retained its rule and sometimes excute organized operations
inside Mogadishu .Alshabab’s economic sources has not been desiccated , AMISOM’S
number and period of stay was unknowingly increased .The foreign intervention dramatically
heightened and the infrastructures has not yet been developed .Illegal
migration from the country doubled and the inflation also went up as droughts
recurs without any preventive measures and preparingness by the somali
government and regional authorities .
The rule of law is not yet imposed. The constitution has yet been completed,
forget the referendum and the satellite shameful census was carried on .Federalism
was forcefully implemented as the some scholars believe that Somali federalism is dividing the country into
clan based localities .Top down approach
was used since the grass root conciliations and the federalism has not started
form district level .
In the last ;The Somali authorities; Federal and constituents have
agreed upon clan based political power sharing and new parliament composed of two chambers ;upper and lower were selected in doubtful corrupted process we moved from 2012 we have speedily
come back to it….its Somalia in 2017 360∘ back to 2012 “jugjug meeshaada jog” it
Somali saying”no more change”.
